ಗುವಾಹಟಿ: ಭೂತಾನ್‌ನ ಎತ್ತರದ ಹಿಮಾಲಯ ಪ್ರದೇಶದಲ್ಲಿ ಹಿಮನದಿ ಸರೋವರವೊಂದು(Glacial Lake Breach) ಹಠಾತ್ ಒಡೆದು ಭಾರೀ ಪ್ರಮಾಣದ ನೀರು ಮತ್ತು ಅವಶೇಷಗಳು ನದಿಗಳಿಗೆ ನುಗ್ಗಿದ್ದು, ಭಾರತದ ಗಡಿ ಭಾಗದ ಅಸ್ಸಾಂ(Assam) ಮತ್ತು ಪಶ್ಚಿಮ ಬಂಗಾಳದ(West Bengal) ತಗ್ಗು ಪ್ರದೇಶದ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಹೈ ಅಲರ್ಟ್(High Alert) ಘೋಷಿಸಲಾಗಿದೆ.
ಭೂತಾನ್‌ನ(Bhutan) ಗಾಸಾ ಪ್ರಾಂತ್ಯದ ಮೋಚು ಉಪ-ಕಣಿವೆಯಲ್ಲಿರುವ ‘ಸಿಂತಾಫು’ ಸರೋವರದಲ್ಲಿ ಈ ಜಲಸ್ಫೋಟ ಸಂಭವಿಸಿದೆ. ತಾಪಮಾನ ಏರಿಕೆ ಮತ್ತು ಮಂಜುಗಡ್ಡೆಯ ನೈಸರ್ಗಿಕ ತಡೆಗೋಡೆಗಳಲ್ಲಿ ಉಂಟಾದ ಅಸ್ಥಿರತೆಯೇ ಸರೋವರದ ಒಡೆಯಲು ಕಾರಣ ಎಂದು ವರದಿಯಾಗಿದೆ.
ಪ್ರವಾಹದ ನೀರು ಭೂತಾನ್‌ನಿಂದ ಭಾರತದತ್ತ ಹರಿಯುವ ನದಿಗಳನ್ನು ಸೇರುತ್ತಿರುವುದರಿಂದ ಮೂಲಸೌಕರ್ಯ, ಕೃಷಿ ಭೂಮಿ ಹಾಗೂ ವಸತಿ ಪ್ರದೇಶಗಳಿಗೆ ಭಾರೀ ಹಾನಿಯಾಗುವ ಆತಂಕ ಎದುರಾಗಿದೆ. ನದಿ ತೀರದ ನಿವಾಸಿಗಳು ತಕ್ಷಣವೇ ಸುರಕ್ಷಿತ ಸ್ಥಳಗಳಿಗೆ ತೆರಳುವಂತೆ ಹಾಗೂ ಸ್ಥಳಾಂತರಕ್ಕೆ ಸಿದ್ಧರಾಗಿರುವಂತೆ ಜಿಲ್ಲಾಡಳಿತಗಳು ಸೂಚಿಸಿವೆ.

The situation is currently under control. We are in constant touch with the authorities in Bhutan. Our police team, the District Magistrate (DM) and the Block Development Officer (BDO) with their respective teams, along with all relevant agencies and stakeholders are working together in close coordination. Our SDRF team is present, and an NDRF team is also on its way. A Civil Defence team is also deployed. We have already moved approximately 4,000 to 5,000 people into shelters, utilizing school buildings as relief centers. Additionally, more than 6,000 people have been relocated to safe areas…based on the current flow of water—and the latest information we have received—the intensity has decreased slightly, but we remain on high alert…the police, the DM’s office, and the BDO’s office have made arrangements for dry food and drinking water. We have also ensured that other necessities, such as toilet facilities, are provided. We will wait to see what the situation looks like in two hours. We are fully prepared and ready to handle any emergency that may arise. A red alert is currently in effect for the Sankosh river system…over the next few hours, we expect to see water flowing through the Sankosh River, likely accompanied by dead fish, as well as large pieces of wood and concrete debris…”

ಅಸ್ಸಾಂ ರಾಜ್ಯದ ಕೊಕ್ರಝಾರ್, ಬಕ್ಸಾ, ಚಿರಾಂಗ್ ಮತ್ತು ಧುಬ್ರಿ ಪಶ್ಚಿಮ ಬಂಗಾಳ ಜಲ್ಪೈಗುರಿ ಮತ್ತು ಅಲಿಪುರ್ದುವಾರ್ ಜಿಲ್ಲೆಯಲ್ಲಿ ಹೈ ಅಲರ್ಟ್ ಘೋಷಣೆಯಾಗಿದೆ. ರಾಜ್ಯ ವಿಪತ್ತು ನಿರ್ವಹಣಾ ಪಡೆಗಳು (SDRF) ಹಾಗೂ ಸ್ಥಳೀಯ ಆಡಳಿತಗಳು ಹಗಲಿರುಳು ಕಾರ್ಯನಿರ್ವಹಿಸುವ ನಿಯಂತ್ರಣ ಕೊಠಡಿಗಳನ್ನು ಸ್ಥಾಪಿಸಿದ್ದು, ನದಿಗಳಲ್ಲಿನ ನೀರಿನ ಹರಿವು ಮತ್ತು ತೀರದ ಸವೆತದ ಮೇಲೆ ತೀವ್ರ ನಿಗಾ ಇರಿಸಿವೆ.
ಪೂರ್ವ ಹಿಮಾಲಯ ಭಾಗದಲ್ಲಿ ತಾಪಮಾನ ಹೆಚ್ಚಾಗುತ್ತಿರುವುದರಿಂದ ಹಿಮನದಿಗಳು ವೇಗವಾಗಿ ಕರಗುತ್ತಿದ್ದು, ಸರೋವರಗಳ ಗಾತ್ರ ಅಪಾಯಕಾರಿ ಮಟ್ಟದಲ್ಲಿ ಹಿಗ್ಗುತ್ತಿದೆ. ಈ ರೀತಿಯ ಜಲಸ್ಫೋಟಗಳು ಕೆಲವೇ ಗಂಟೆಗಳಲ್ಲಿ ಅಗಾಧ ಪ್ರಮಾಣದ ನೀರನ್ನು ಹೊರಹಾಕುವುದರಿಂದ, ಸಾಂಪ್ರದಾಯಿಕ ಎಚ್ಚರಿಕೆ ವ್ಯವಸ್ಥೆಗಳು ಎಚ್ಚೆತ್ತುಕೊಳ್ಳುವ ಮುನ್ನವೇ ಕೆಳಭಾಗದ ನದಿ ಪಾತ್ರಗಳು ಮುಳುಗಡೆಯಾಗುವ ಅಪಾಯವಿರುತ್ತದೆ.
ಇತ್ತೀಚೆಗೆ ನಡೆದ ನೇಪಾಳ-ಟಿಬೆಟ್ ಗಡಿ ಪ್ರವಾಹ ದುರಂತದ ಬೆನ್ನಲ್ಲೇ ಈ ಘಟನೆ ಸಂಭವಿಸಿದ್ದು, ದೇಶಗಳ ಗಡಿ ದಾಟಿ ಹರಿಯುವ ಹಿಮಾಲಯದ ನದಿ ಪಾತ್ರಗಳಲ್ಲಿ ನೆಲೆಸಿರುವ ಸಮುದಾಯಗಳು ಎಷ್ಟು ಅಪಾಯಕಾರಿ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿದ್ದಾರೆ ಎಂಬುದಕ್ಕೆ ಈ ಸರಣಿ ಘಟನೆಗಳು ಮತ್ತೊಮ್ಮೆ ಸಾಕ್ಷಿಯಾಗಿವೆ.
