ನವದೆಹಲಿ: ಮತದಾರರ ಪಟ್ಟಿಯ ತೀವ್ರ ಪರಿಷ್ಕರಣೆ (Intensive Revision) ಮತ್ತು ಮತದಾರರ ಹಕ್ಕುಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ (Supreme Court) ನ್ಯಾಯಮೂರ್ತಿ ಉಜ್ಜಲ್ ಭುಯಾನ್(Ujjal Bhuyan) ಹಾಗೂ ಮಾಜಿ ನ್ಯಾಯಮೂರ್ತಿ ಆರ್.ಎಫ್. ನಾರಿಮನ್(Nariman) ಅವರ ಅಭಿಪ್ರಾಯಗಳ ಬೆನ್ನಲ್ಲೇ ಉತ್ತರಾಖಂಡ ಹೈಕೋರ್ಟ್‌ನ ವಿಶ್ರಾಂತ ನ್ಯಾಯಮೂರ್ತಿ ಲೋಕಪಾಲ್ ಸಿಂಗ್(Lokpal Singh) ಮಹತ್ವದ ಹೇಳಿಕೆ ನೀಡಿದ್ದಾರೆ.
ಮತದಾರರ ಪಟ್ಟಿಯ(Voters List) ತೀವ್ರ ಪರಿಷ್ಕರಣೆ ಚುನಾವಣಾ ಆಯೋಗದ ನಿರಂತರ ಪ್ರಕ್ರಿಯೆಯಾಗಿದ್ದು, ನುಸುಳುಕೋರರ ಉಪಟಳವಿರುವ ಗಡಿ ರಾಜ್ಯಗಳಲ್ಲಿ ನಕಲಿ ಮತದಾರರನ್ನು ತೆಗೆದುಹಾಕುವುದು ಆಯೋಗದ ಜವಾಬ್ದಾರಿಯಾಗಿದೆ ಎಂದು ಅವರು ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದಾರೆ.
ಮತದಾರರ ಪಟ್ಟಿಯಿಂದ ಹೆಸರುಗಳ ಕೈಬಿಡುವಿಕೆ ಕುರಿತು ಮಾತನಾಡಿದ ನ್ಯಾಯಮೂರ್ತಿ ಲೋಕಪಾಲ್ ಸಿಂಗ್, ಮತದಾರರ ಪಟ್ಟಿಯ ತೀವ್ರ ಪರಿಷ್ಕರಣೆಯು ಒಂದು ಸಾಮಾನ್ಯ ಆಡಳಿತಾತ್ಮಕ ಪ್ರಕ್ರಿಯೆ. ಭಾರತೀಯ ಚುನಾವಣಾ ಆಯೋಗವು (ECI) ವರ್ಷವಿಡೀ ಮತದಾರರ ಹೆಸರುಗಳನ್ನು ಸೇರಿಸುವ ಅಥವಾ ಕೈಬಿಡುವ ಕೆಲಸದಲ್ಲಿ ತೊಡಗಿರುತ್ತದೆ. ಸಾವಿರಾರು ಮತಗಳನ್ನು ಅಳಿಸಿಹಾಕಲಾಗಿದೆ ಎಂದು ಹೇಳುವುದು ಸುಲಭ. ಆದರೆ ಬಿಹಾರ ಮತ್ತು ಪಶ್ಚಿಮ ಬಂಗಾಳದಂತಹ ರಾಜ್ಯಗಳನ್ನು ನೋಡಿದರೆ, ಇವೆರಡೂ ಬಾಂಗ್ಲಾದೇಶದ ಗಡಿಗೆ ಹೊಂದಿಕೊಂಡಿವೆ. ಅಲ್ಲಿಂದ ನಡೆಯುವ ಅಕ್ರಮ ಒಳನುಸುಳುವಿಕೆಯನ್ನು ಯಾರೂ ಅಲ್ಲಗಳೆಯಲು ಸಾಧ್ಯವಿಲ್ಲ ಎಂದು ಹೇಳಿದರು. ಇದನ್ನೂ ಓದಿ: ಎಸ್‌ಐಆರ್‌ ವಿವಾದ | ಪರಿಷ್ಕೃತ ‘ಫಾರ್ಮ್ 6’ಗೆ ನಾವು ಅನುಮೋದನೆ ನೀಡಿಲ್ಲ: ಸುಪ್ರೀಂ

The Election Commission of India is engaged in this process throughout the year for adding or deleting the names of the voters… intensive revisions should be done. So far as gross deletion of names is concerned, it is the ECI that can see it better. It’s always easy to say that thousands of votes have been deleted. But when the people and the population of the particular states… Bihar and West Bengal, both the states are adjoining Bangladesh. Infiltration cannot be denied. So many fake votes are there. If the ECI, after verification, has deleted the names of so many persons, and those persons who have not come—for them, so many institutions are coming forward saying, ‘Yes, a bulk of voters have been deleted in Bihar or West Bengal.’ I feel that no one can deny the infiltration from West Bengal… So, a change of govt is one part. I feel that no one should blame the Central govt, saying that due to their intervention in West Bengal, the regime has changed…”
On Justice Nariman’s remarks, he says, “Justice Nariman is a jurist of this country. I have a great respect for Justice Nariman. But so far as the statement of the election of West Bengal is concerned, I do not agree with Justice Nariman. 90 lakhs were deleted… now you have been watching the news that after the elections, so many persons traveled from West Bengal to Bangladesh. Can anyone question this? Can anyone find out from where they came and why they are returning to Bangladesh? If they were citizens of India, they should not have traveled from West Bengal to Bangladesh, so I do not have any agreement with Justice Nariman on this point…”

ಈ ರಾಜ್ಯಗಳಲ್ಲಿ ಅಪಾರ ಪ್ರಮಾಣದಲ್ಲಿ ನಕಲಿ ಮತದಾರರಿದ್ದಾರೆ. ಪರಿಶೀಲನೆಯ ನಂತರ ಚುನಾವಣಾ ಆಯೋಗವು ಹೆಸರುಗಳನ್ನು ಕೈಬಿಟ್ಟಿದ್ದರೆ, ತಮಗೆ ಅನ್ಯಾಯವಾಗಿದೆ ಎಂದು ಆ ಮತದಾರರು ಯಾರೂ ಮುಂದೆ ಬರುತ್ತಿಲ್ಲ. ಬದಲಿಗೆ ಅವರ ಪರವಾಗಿ ಸಂಘ-ಸಂಸ್ಥೆಗಳು ಬಂದು ‘ಬಿಹಾರ, ಬಂಗಾಳದಲ್ಲಿ ಭಾರಿ ಪ್ರಮಾಣದ ಮತಗಳನ್ನು ಅಳಿಸಲಾಗಿದೆ’ ಎಂದು ದೂರುತ್ತಿವೆ. ಪಶ್ಚಿಮ ಬಂಗಾಳದಲ್ಲಿ ನುಸುಳುಕೋರರ ಉಪಸ್ಥಿತಿ ಎಲ್ಲರಿಗೂ ತಿಳಿದಿರುವ ಸತ್ಯ. ಸರ್ಕಾರ ಬದಲಾಗುವುದು ಚುನಾವಣೆಯ ಒಂದು ಭಾಗ. ಆದರೆ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಹಸ್ತಕ್ಷೇಪದಿಂದಾಗಿಯೇ ಪಶ್ಚಿಮ ಬಂಗಾಳದಲ್ಲಿ ಆಡಳಿತ ಬದಲಾಯಿತು ಎಂದು ಯಾರೂ ಕೇಂದ್ರ ಸರ್ಕಾರವನ್ನು ದೂಷಿಸಬಾರದು ಎಂದು ಅವರು ಸ್ಪಷ್ಟಪಡಿಸಿದರು. ಇದನ್ನೂ ಓದಿ: ಮತದಾನದ ಹಕ್ಕು ಕಸಿಯುವುದು ಸಂವಿಧಾನದ ಆಶಯಕ್ಕೆ ವಿರುದ್ಧ – SIR ವಿರುದ್ಧ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ನ್ಯಾಯಮೂರ್ತಿ ವಾಗ್ದಾಳಿ
