ನ್ಯೂಯಾರ್ಕ್: ಹೇಗ್‍ನಲ್ಲಿರುವ ಅಂತರ ರಾಷ್ಟ್ರೀಯ ನ್ಯಾಯಾಲಯ(ಐಸಿಜೆ) ನ್ಯಾಯಾಧೀಶರಾಗಿ ದಲ್ವೀರ್ ಭಂಡಾರಿ ಪುನರಾಯ್ಕೆ ಆಗುವ ಮೂಲಕ ಭಾರತಕ್ಕೆ ವಿಶ್ವ ಮಟ್ಟದಲ್ಲಿ ದೊಡ್ಡ ಜಯ ಸಿಕ್ಕಿದೆ. ಕೊನೆ ಕ್ಷಣದಲ್ಲಿ ಬ್ರಿಟನ್ ಅಭ್ಯರ್ಥಿ ಕ್ರಿಸ್ಟೋಫರ್ ಗ್ರೀನ್ ವುಡ್ ನಾಮಪತ್ರ ಹಿಂತೆಗೆದುಕೊಂಡ ಕಾರಣ ಭಂಡಾರಿ ಸುಲಭವಾಗಿ ಗೆದ್ದುಕೊಂಡಿದ್ದಾರೆ.
ನ್ಯೂಯಾರ್ಕ್‍ನಲ್ಲಿರುವ ವಿಶ್ವಸಂಸ್ಥೆ ಪ್ರಧಾನ ಕಚೇರಿಯಲ್ಲಿ ಸೋಮವಾರ ನಡೆದ ಚುನಾವಣೆಯಲ್ಲಿ ಭಂಡಾರಿ ಅವರಿಗೆ ಸಾಮಾನ್ಯ ಸಭೆಯಲ್ಲಿ 193 ಮತಗಳ ಪೈಕಿ 183 ಮತಗಳು ಬಿದ್ದಿದ್ದರೆ, ಭದ್ರತಾ ಮಂಡಳಿಯಲ್ಲಿ ಎಲ್ಲ 15 ಮತಗಳೂ ಭಂಡಾರಿ ಪರ ಚಲಾವಣೆಯಾಗಿವೆ.
ಐಸಿಜೆಯಲ್ಲಿ ತೆರವಾಗಿದ್ದ 5 ಸ್ಥಾನಗಳಿಗೆ ಈ ಹಿಂದೆ 4 ನ್ಯಾಯಮೂರ್ತಿಗಳ ಆಯ್ಕೆ ನಡೆದಿದ್ದು, ಬಾಕಿ ಇದ್ದ ಒಂದು ಸ್ಥಾನಕ್ಕಾಗಿ ದಲ್ವೀರ್ ಭಂಡಾರಿ ಹಾಗೂ ಬ್ರಿಟನ್‍ನ ಕ್ರಿಸ್ಟೋಫರ್ ಗ್ರೀನ್‍ವುಡ್ ಕಣದಲ್ಲಿದ್ದರು. ಈಗ ದಲ್ವೀರ್ ಭಂಡಾರಿ ಆಯ್ಕೆಯಾಗುವ ಮೂಲಕ 1945ರಲ್ಲಿ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದ ಐಸಿಜೆಯ ಇತಿಹಾಸದಲ್ಲಿ ಇದೇ ಮೊದಲ ಬಾರಿಗೆ ಬ್ರಿಟನ್ ನ್ಯಾಯಾಧೀಶರಿಗೆ ಸ್ಥಾನವಿಲ್ಲದಾಗಿದೆ.
ಸಾಮಾನ್ಯ ಸಭೆ ಹಾಗೂ ಭದ್ರತಾ ಮಂಡಳಿಗಳೆರಡರಲ್ಲೂ ಬಹುಮತ ಗಿಟ್ಟಿಸಿದ ಅಭ್ಯರ್ಥಿಯನ್ನು ಆಯ್ಕೆ ಮಾಡಬೇಕು ಎನ್ನುವ ನಿಯಮದ ಐಸಿಜೆಯಲ್ಲಿದೆ. ಹೀಗಾಗಿ ಸಾಮಾನ್ಯ ಸಭೆಯಲ್ಲಿ 97 ಹಾಗೂ ಭದ್ರತಾ ಮಂಡಳಿಯಲ್ಲಿ 8 ಮತ ಗಳಿಸಿದವರಷ್ಟೇ ಐಸಿಜೆಗೆ ಆಯ್ಕೆಯಾಗುತ್ತಾರೆ. ಆದರೆ ಈ ಹಿಂದೆ ನಡೆದ ಚುನಾವಣೆಯಲ್ಲಿ ಸಾಮಾನ್ಯ ಸಭೆಯಲ್ಲಿ ಭಂಡಾರಿ ಅವರಿಗೆ ಹೆಚ್ಚಿನ ಮತ ಬಿದ್ದಿದ್ದರೆ, ಭದ್ರತಾ ಮಂಡಳಿಯಲ್ಲಿ ಕ್ರಿಸ್ಟೋಫರ್ ಗ್ರೀನ್‍ವುಡ್ ಅವರಿಗೆ ಹೆಚ್ಚಿನ ಮತಗಳು ಬಿದ್ದ ಕಾರಣ ಆಯ್ಕೆ ಕಗ್ಗಂಟಾಗಿತ್ತು. ಭಂಡಾರಿ ಹಾಗೂ ಗ್ರೀನ್‍ವುಡ್ ತಲಾ ಒಂದರಲ್ಲಿ ಮಾತ್ರ ಬಹುಮತ ಪಡೆದಿರುವುದರಿಂದ 12ನೇ ಸುತ್ತಿನ ಮತದಾನಕ್ಕಾಗಿ ವಿಶ್ವಸಂಸ್ಥೆಯ ಮುಖ್ಯ ಕಚೇರಿಯಲ್ಲಿ ಸೋಮವಾರ ಸಾಮಾನ್ಯ ಸಭೆ ಮತ್ತು ಭದ್ರತಾ ಮಂಡಳಿಯ ಸಭೆ ಕರೆಯಲಾಗಿತ್ತು.
ಐಸಿಜೆಯ 15 ಸದಸ್ಯರ ಪೀಠದ 5 ಮಂದಿ ಜಡ್ಜ್ ಗಳು 9 ವರ್ಷಗಳ ಕಾಲ ನ್ಯಾಯಾಧೀಶರಾಗಿ ಮುಂದುವರಿಯಲು ಅವಕಾಶವಿದೆ. ಈ ರೀತಿ ಜಡ್ಜ್ ಆಗಿ ಮುಂದುವರೆಯಬೇಕಾದರೆ ಚುನಾವಣೆ ಸ್ಪರ್ಧಿಸಿ ಆಯ್ಕೆಯಾಗಬೇಕಾಗುತ್ತದೆ. ಮೂರು ವರ್ಷಕ್ಕೊಮ್ಮೆ ವಿಶ್ವಸಂಸ್ಥೆ ಚುನಾವಣೆ ನಡೆಸಿ ನ್ಯಾಯಾಧೀಶರನ್ನು ಆಯ್ಕೆ ಮಾಡುತ್ತದೆ.
ದಲ್ವೀರ್ ಭಂಡಾರಿ ಯಾರು?
1947 ಅಕ್ಟೋಬರ್ 1 ರಂದು ರಾಜಸ್ಥಾನದಲ್ಲಿ ಜನಿಸಿದ್ದ ದಲ್ವೀರ್ ಭಂಡಾರಿ ಈ ಹಿಂದೆ ದೆಹಲಿ ಹೈಕೋರ್ಟ್, ಬಾಂಬೆ ಹೈಕೋರ್ಟ್ ಬಳಿಕ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ನ್ಯಾಯಾಧೀಶರಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿದ್ದರು. 2005 ಅಕ್ಟೋಬರ್ 28 ರಿಂದ 2012 ಏಪ್ರಿಲ್ 27ರವರೆಗೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಜಡ್ಜ್ ಆಗಿ ನಿವೃತ್ತರಾದ ಬಳಿಕ 2012 ಏಪ್ರಿಲ್ ನಲ್ಲಿ ಐಸಿಜೆಗೆ ಆಯ್ಕೆಯಾಗಿದ್ದರು.
